      Traditional Chinese Medicine (TCM) is an important gem of traditional medicine in the country, where citizens are accustomed to regulating their body constitution by using TCM as a healthcare tool. Recently, with the aging population trend, the concepts of natural macrobiotics, longevity and Lifestyles of Health and Sustainability (LOHAS) have emerged in the healthcare sector, while the quality and safety of TCM are also receiving increasing attention. In its goal of promoting traditional medicine over the next decade (2014-2023), the World Health Organization (WHO) mentioned that traditional medicine should be progressively incorporated into the local healthcare system in accordance with the country’s national conditions, while the therapeutic effects of traditional medicine should also be provided to the public in an adequate, clear and open manner in order to offer them additional healthcare alternatives. Taiwan has adopted a system where Western medicine and Chinese medicine are practiced in parallel, and TCM is incorporated into the country’s national health insurance (NHI) system, where people are free to choose traditional medicine or modern medicine under the NHI system in order to receive more comprehensive medical care.

      In promoting the welfare of citizens, the Ministry has launched multiple important measures in succession. In terms of the business aspects of TCM, the Ministry has implemented measures such as: Responsible Chinese Medicine Physician Training System within Chinese medicine facilities; evaluation system for Chinese medicine hospitals; Western/ Chinese medicine combined care model; Chinese medicine day care model; Chinese medicine involvement in the long-term care system; Chinese medicine involvement in drug rehabilitation and therapy model. The aim is to foster diverse developments in Chinese medicine. In terms of Chinese pharmacy management, the Ministry has implemented the following: imported TCM materials inspection; managing the abnormal substances limit of TCM materials; reinforcing the counseling and management of TCM pharmaceutical factories; strengthening TCM stepwise registration laws and revision of Taiwan Herbal Pharmacopeia. The purpose is to ensure the quality of TCM. In terms of folk manipulative services, the Ministry has promoted the following: fostering the legal compliance of practitioners; planning an education and training system; promoting licensing within the profession; institutionalization of folk manipulative service management. The objective is to allow the public to receive Chinese medicine, Chinese pharmacy and folk manipulative service safely and conveniently.
